セブ市は、関連するIATF決議で定められた公衆衛生上の緊急事態を管理するために、アラート・レベル・システムを採用し、遵守し、実施します。さらに、セブ市はアラートレベル2のガイドラインを厳格に施行し、遵守します。最初の目的地または最終目的地としてセブ市に入国するすべての人は、入国を許可される前に以下の書類を提示しなければならない。
ワクチン接種した個人の場合：有効な身分証明書（ID）／顔写真と署名のある身分証明書QRコード付きの公式予防接種カード。QRコードがない場合は、関係LGUのローカルヘルスオフィサーが発行した公式予防接種証明書またはDOH-BOQが発行した予防接種証明書を提示。
ワクチン接種を受けていない、または完了していない個人の場合：過去72時間以内に受けたRT-PCR検査結果が陰性、または過去48時間以内に受けた抗原検査結果が陰性、または過去48時間以内に受けた唾液検査結果が陰性であること。

アラートレベル2：2021年11月15日～30日
ラプラプ市は、警戒レベル2のガイドラインを2021年10月20日から実施し、同市が他の警戒レベルシステムの下に置かれない限り有効である。警戒レベル2の下にある地域のガイドライントラゾナルおよびインターゾナルの旅行は、LGUによって決定される、年齢および合併症に基づく合理的な制限を条件に許可されるものとし、警戒レベル4の下で規定されたものよりも厳しいものであってはならず、それぞれのRIATFの監督、監視、評価を受けるものとする。
注：ラプラプ市に向かうすべての人が、搭乗前に過去72時間以内に実施されたRT-PCR検査結果が陰性であること、または過去48時間以内に実施された抗原検査が陰性であることを提示しなければならないという要件は、追って通知があるまで中断されるものとする。
【渡航許可｜ROF (Returning Overseas Filipinos) / 海外在住のフィリピン人】
外国籍の方（海外からフィリピンへの入国を許可された方：
旅客は、認定されたホテルまたは施設に6泊以上の宿泊を事前に予約し、到着後直ちに隔離しなければならない。旅客は、到着日から6日目にホテル／施設でRT-PCR検査を受けなければならない。旅行者がCOVID-19の検査で陰性となり、COVID-19の予防接種を受けたことを証明できる場合、隔離を続ける必要はない。しかし、旅行者が陰性であっても、まだワクチンを接種していない場合は、自宅に戻ることはできるが、14日間の残りの検疫期間中は隔離を継続するものとする。
